When to creat adsense account

Hi

I am Madhulikha, a new member of AS (AndhraSpider). I want to know when to create Google Adsense Account. And give me the basic instructions for getting Adsense easily.

Now a days getting a google adsense account has become more difficult in India.
i dont know what happened and all but all i know is there is a problem called chargeback and hence google is not giving out its free adsense account to all.

Getting Google Adsense account is very difficult for Indians. For getting google adsense account, site must be active atleast by 6 months. So please contribute useful resources for few months to this site. After then you can apply for adsense account.

My sincere advice is to contribute more and more to this site.
