Hi,
I don't think there is anything wrong in dubbing movies. I think dubbing a movie is an appreciation that is given to the movie itself. Not only in tollywood, Chiranjeevi's movies and NTR movies are dubbed into Tamil and other languages. Telugu movies were also dubbed to Hindi.
If a producer sees a movie of some other language, he first thinks if the remake is feasible both financially and practically. If he thinks the remake wouldn't bring much money but the movie is good enough he would go for dubbing.
Second issue is the practical part. If you remake a rajnikanth's movie and put another hero it would have collections much lesser than the dubbed version.
I think all the three options of yours are negative so I would go for a fourth option " It is a part of the System ".
And last but not the least it is definitely not the lack of directors. We have some brilliant directors in our Industry.

No Dubbing is like the bread and butter of any film industry . It is quite usual. No one can name any film industry which does not dub movies. Even Hollywood dubs movies from Bollywwod, Korean movies, Chinese movies and Spanish movies. Does someone think Hollywood doesnot have the good producers and directors?
